Adds the item to the front of the queue.

Parameters

workItem
Type: TItem
The work item.
Remarks
If the item was already in the queue, it will simply move to the front. If the item has already been dispatched, this call does nothing. The item should have at least one work item handler. This method cannot be called during a transaction.
