Convert an splusTimeDate::timeDate object to standard JDBC Timestamp string
Description
Converts a timeDate vector to a character vector in the standard format
expected by java.sql.Timestamp:
yyyy-mm-dd hh:mm:ss.fffffffff (in GMT)
