    tibrvQueue*    eventQueue);

Create an event queue.

Parameter	Description
`eventQueue`	The program supplies a location, and the function stores the address of a new queue in that location. The queue remains valid until the program explicitly destroys it.

Upon creation, new queues use these default values.
