- The persistence cluster lacks a quorum of available servers for the store. Application clients must wait until a quorum forms.
- An insufficient number of persistence servers are operating. Administrators must attend to server processes.

Report this advisory to an administrator.
If this state continues for a long duration, investigate whether hardware or network issues are interfering with resource operation or communication.
