Additional steps needed to install packages depending on libxml2

With the update of the third-party library libxml2 to version 2.13.9, installation of any packages that depend on libxml2 (such as the XML package) now requires that you first install the libxml2include package from TRAN.

Updated runtime requirement

TERR 6.1.6 is built using Intel oneAPI 2025.1. Recent changes to the API has lead to TERR now requiring the Microsoft Visual C++ Redistributable to be installed on the computer to be able to run.
