Constructs a new DeleteOrphanedFoldersRequestType.
The following features are supported:

Folders relating to owners deleted at or before the specified date/time (i.e the time in which the folder became orphaned) will be deleted.
This property holds the value of the 'Orphaned Date Time' attribute.
