This EPMR action is assigned as the value of an EPMR characteristic if only a redo plan item is created against an existing plan item as a part of the amendment processing.

The redo plan item will always have a simple
END-START point dependency directly on the existing plan
item that is going to be activated and cancelled, due to the non-existense of a
compensatory plan item as shown in the following figure. This is to ensure that
the designated task should be restarted only after the cancellation of the
existing task
.
