Optimization of JMX Copier

During low loads and no activity, if there is no change in stats, the job does not include it in snapshot.

Everytime when an entry is made into ActiveSpaces, the job checks whether the state has changed since the last time it was copied. If it has not changed, it does not write anything to spaces.
