Cyclic Delegations

Cyclic delegations happen when user A delegates a work item to B, B delegates it to C, and C in turn delegates it to A.

The system does not check for cyclic delegations when a role delegation is created. However, when a work item is created and if a cyclic delegation is found, the system stops. It assigns the work item to the user who was active before the cyclic delegation was encountered.
